Vic Citarella’s Profile
I am a qualified social worker (Certificate of Qualification in Social Work and Diploma in Applied Social Studies) registered with the Health and Care Professions Council. My substantive practice background is in residential child care and the management of social services provision and commissioning. I am a former Director of Social Services and worked in the personal social services for 25 years in Cardiff, London, Sussex, Bristol and Liverpool. Since leaving local government in 2000 I have built a consultancy business advising and supporting local authorities, NHS bodies and private and voluntary social care providers with improvements in standards and quality.
My current work includes serious adult reviews, expert opinion, improvement support to providers and commissioners, mentoring, governance and leadership advice to small businesses and not-for profit providers. I have supervised several adults (often young adults who have been in care) safeguarding serious case reviews and co-authored the Winterbourne View report. I chair a safeguarding scrutiny committee for a care provider. I am particularly known for my work to support improved workforce planning and better training in the social care sector having served on the boards of various Skills Councils for both children’s and adult services. I am an active member of both the Associations of Directors of Adult Social Services and of Children’s Services. It was my privilege to serve the Social Care Association for many years as chair of its practice committee and for a three-year presidential cycle. I am a trustee of the Residential Forum – an influential leadership network and exchange focussed on promoting residential care and supported living as a positive choice for all age groups across the UK.
